Program Management and Oversight:
65% Manage all inter-related business and clinical practices and interdependent software/hardware to ensure appropriate care environments are maintained within these clinical service systems. Develops strategic and tactical plans to improve standardization of organizational deployment and use. Provides leadership in promoting and implementing state of the art solutions through collaborative approaches that provide a unified methodology for organizational systems that have a major impact on Veteran safety, service-related entitlements, and healthcare management. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Quality Assurance and Risk Management 15% Establishes methodologies for collecting, verifying, and analyzing product performance data, obtaining cost, schedule, and performance outcomes, and for reporting performance results to senior management and stakeholders. Identifies and selects program-level key performance indicators to ensure safe and effective Veteran care is maintained, incorporated, and implemented throughout pharmacy contact center business practices, operations, and oversight models. Establishes methodologies for collecting, verifying, and analyzing product performance data, obtaining cost, schedule, and performance outcomes, and for reporting performance results to senior management and stakeholders. Provides early warnings of performance deficiencies and make recommendations for improving performance to achieve business results. Supervisory and Managerial Responsibilities 20% Performs a full range of human resource management duties to include:
planning work/assigning work; setting/adjusting short- and long-term priorities; evaluating work performance; reviewing/approving leave requests; determining training/development needs; serving as a mentor and coach to employees; giving advice, counsel, or instruction to employees on both work and administrative matters; resolving issues presented by first line supervisors; interviewing of candidates; preparation of performance appraisals and standards; handling minor and major disciplinary actions; making recommendations or final determinations for appointments and reassignments; and recommendations or finalizations for advancements or promotions. Coordinates with managers and officials of other organizations within VHA and advises management officials of higher rank; coordinates with clinical and non-clinical supervisors in PS to make informed decisions about workload, and policies, procedures, programs, etc. Ensures all bargaining unit contractual agreements are fairly and uniformly upheld, actions taken are in full support of all Federal Personnel Programs, including EEO, Federal Women's Program, Handicap Program, Affirmative Action, Labor-Management Relations, etc. Ensures sensitive data for employee files, both printed and electronic, remain confidential. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Communicate in writing to prepare position papers, managerial briefings and reports, respond to Congressional inquiries, inquiries from VHA managers and supervisors, and responses to managers or representatives from outside the VHA. Experience in applying a wide range of qualitative and quantitative methods for assessing the worth, effectiveness and efficiency of a major professional and administrative program in the VHA. Performing short and long-range planning involving a significant amount of resources utilizing advanced management and organizational principles and practices, comprehensive knowledge of planning, programming, project management, and budgeting regulations. Developing new or modified policies, procedures and regulations for implementation at an organizational level while evaluating the impact of new or modified legislation or policy on organizational programs and in translating that into program goals, actions, and services. Experience negotiating with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may conflict with the desires of the organization being serviced.
